The Finance Department consists of various divisions within the City: General Accounting, Computer Services, Income Tax, Economic Development and Purchasing.
The General Accounting division, located on the 3rd floor or City Hall, deals with all of the monies collected by the City Cashier's office, all bond money and payment of all department's invoices.
Computer Services deals with the information stored on the City's mainframe plus all personal computer services throughout City's departments.
The Income Tax division deals with monies associated with City of Youngstown taxes. This service was sourced out to RITA (Regional Income Tax Agency) and any questions should be directed to them at 330-743-3400 .

Each department in the City of Youngstown is responsible for the acquisition of goods and services for that department that do not require formal bidding. The Purchasing Agent is responsible for the acquisition of goods and services for all departments of the City that require formal bidding.
