Income Tax


The City Income Tax Division is a major source of income for the City of Youngstown.

The City's Income Tax Department is currently under contract with the Regional Income Tax Agency (R.I.T.A.) located in Suite M-14 at 20 Federal Place (the old Strouss/Phar Mor Building). Their office has all available City forms for tax filing for persons who work or live within the City of Youngstown. The current City income tax rate is 2.75% of your gross income. income tax returns are due by April 15th each year. Monthly quarterly withholding taxes are due on the 20th of the following month while quarterly withholding taxes are due the last day of the following month.

Yes, you can go to the Mezzanine floor, Suite M-14 in the 20 Federal Place Building, formerly Strouss/PharMor Building located at 20 Federal Plaza West in downtown Youngstown, to file in person with any of the Regional Income Tax Agency employees.
