Overview

The Director of Water and Other Public Utilities shall control and supervise all non-tax supported public utility undertakings of the City, including all water, lighting or other utility enterprises now owned or hereafter acquired by the City.

The Commissioner of Water shall be the Deputy Director of Water and other Public Utilities. The Division of Water shall be in charge of a Commissioner of Water. The Commissioner of Water shall adopt and enforce, with the approval of the Mayor, all rules and regulations governing the Division of Water, and fix the rates and conditions for the supplying of water. The Commissioner of Water shall adopt such regulations as to the security for water rents as shall be deemed necessary or advisable. Such rates shall be classified and uniform to all consumers within the city.

Meet the Commissioner

John Casciano

John Casciano brings solid education and experience to the position of Water Commissioner. John possesses a B.S. Degree in Business Administration along with 30 years experience in the Youngstown Water Department.

Mr. Casciano worked his way up from a utility aide to his newly appointed position as Water Commissioner. During his previous position, Auditor/Office Manager, his duties encompassed budgeting, supervision of customer service, assisting with the computer system and compliance. Mr. Casciano is well equipped to help strengthen the City's Water Department as a competitive force in the local utility industry.

Dispute my water bill, what should I do?

To dispute a water bill that has gone to collections, please do the following:

  1. Request a hearing in writing and include the amount in dispute;
  2. mail the request to: Collection Department, PO Box 6219, Youngstown, OH 44501; and,
  3. call the Collection Department at 330.742.8749 to verify receipt of your letter.

The City's independent hearing officer will contact you as to the date, time and place of the hearing.

Establish water service in my name/what needs to be done?

When a customer/consumer intends to establish a new water account, he/she must submit the following items:

  1. A valid Ohio driver’s license or Ohio state identification card (applicant MUST be at least 18 years of age)
  2. Documentation evidencing their legal right to reside at the premises...

    Owners/Customers: must submit either a deed, purchase agreement or another bill for that address which is in their name

    Tenants/Consumers: must submit a copy of their rental agreement or written authorization from the property owner
